Lao persons are individuals who hold Lao nationality or are of Lao descent, who have migrated from Laos to reside in border districts of Vietnam adjacent to Laos, and have not yet been issued documents regarding nationality, civil status, and other papers by the competent authorities of Vietnam in accordance with the law.
Circular 03/2015/TT-BTP stipulates that Laotian migrants permitted to reside, who wish to apply for Vietnamese nationality, should visit the commune-level People's Committee (hereinafter referred to as the commune-level People's Committee) where they reside to receive guidance and assistance in preparing their application. Each individual must prepare two sets of documents; each set includes an Application for Vietnamese Nationality and a Personal Information Declaration form as prescribed by this Circular.

The procedures for preparing and processing applications for Vietnamese nationality are as follows:
- Within 10 working days from the date of receiving the list of Laotian migrants permitted to reside as approved by the Head of the Vietnamese Border Delegate, the provincial-level People's Committee shall direct the Department of Justice to lead and coordinate with the police of the same level and the border district-level People's Committee to organize a mobile working group to visit the commune-level People's Committees of the border district to guide and assist with the preparation and receipt of applications for Vietnamese nationality.- Within 5 working days from the date of completing the application, the Department of Justice shall review and check the application. If the information is complete and the applicant meets the conditions as stipulated in Article 4 of this Circular, a document shall be submitted to the provincial-level People's Committee accompanied by the list and applications for Vietnamese nationality.- Within 5 working days from the date of receiving the proposal from the Department of Justice, the Chairman of the provincial-level People's Committee shall review, conclude, and submit a proposal to the Ministry of Justice accompanied by the list and applications for Vietnamese nationality.- Within 10 working days from the date of receiving the proposal from the Chairman of the provincial-level People's Committee, the Ministry of Justice shall re-examine the application. If the conditions for Vietnamese nationality are met, the Minister of Justice, on behalf of the Prime Minister of the Government of Vietnam, shall sign and submit a proposal to the President for review and decision.- Within 5 working days from the date of receiving the Decision of the President approving the grant of Vietnamese nationality, the Ministry of Justice shall send copies of the Decision and the list of people granted Vietnamese nationality to the provincial-level People's Committee, and concurrently send it to the Head of the Vietnamese Border Delegate.- Within 5 working days from the date of receiving the notification of the Vietnamese nationality result, the provincial-level People's Committee shall direct the Department of Justice to organize the delivery of the Decision to those granted Vietnamese nationality.
