Guidance on the Implementation of Vaccination

On November 16, 2018, the Ministry of Health issued Circular 34/2018/TT-BYT providing detailed guidance on the implementation of vaccination

Circular 34 stipulates that during vaccination, it is necessary to adhere to the dosage and route of administration for each type of vaccine as per the usage instructions indicated on the label or the accompanying vaccine instruction leaflet.

- Freeze-dried vaccines must be reconstituted according to regulations.- Vaccines should be used based on the principles: short expiry must be used first, first received must be used first, or the vaccine vial temperature indicator necessitates prior usage according to the manufacturer's instructions, or leftover vaccines from previous vaccination sessions that are properly stored and conformable should be used first.- Liquid form vaccines, once opened, should be stored at a temperature from +2°C to +8°C and used during the vaccination session.- The diluent for any vaccine should only be used for that vaccine. Freeze-dried vaccines, after reconstitution, are permitted to be used within 6 hours or as per the manufacturer's instructions.

Simultaneously, Circular 34 also specifies that vaccinations should be administered as follows:

- Check the vaccine, diluent, syringe, and needle before use;- Allow the vaccination subject or the child's parent or guardian to see the vaccine vial before vaccination;- Administer the vaccine to the correct recipient, with the correct vaccine, correct dose, correct route, and at the correct time;- Syringes, needles, and sharp objects must be placed immediately into a safety box after use without recapping the needle.

At the conclusion of a vaccination session, the following steps should be implemented:

- Safeguard unopened vaccine vials and diluents;- Unused syringes and needles should be stored as per regulations for future use;- Opened multi-dose vaccine vials that have not been fully used and fully used vials after the vaccination session must be disposed of according to legal regulations;- For postponed vaccinations in the extended immunization program, ensure catch-up vaccinations are arranged within the month.
