Guidance on Sampling for Quality Inspection of Goods

The Ministry of Science and Technology promulgates Circular 12/2017/TT-BKHCN amending and supplementing Circular 26/2012/TT-BKHCN stipulating the state inspection of the quality of goods circulating in the market.

According to Circular 12, the sampling of goods for quality inspection is carried out as follows:

- Samples are taken according to the methods specified in relevant technical standards, technical regulations, or corresponding legal provisions. In cases where no regulations exist, samples are taken on a random basis. Each sample is divided into two units: one unit is used for testing, and the other unit is retained at the inspection agency. The sample retention period at the inspection agency shall not exceed 90 days from the date of the test results. After the sample retention period expires, the inspection agency shall handle the retained sample.- After being taken, goods samples must be sealed, signed by the sample taker, and by the representative of the establishment where the sample was taken, and a sampling report must be prepared.- Goods samples must be sent to a testing organization that has been certified for testing registration or has been designated by a competent authority for testing as per legal regulations.
