Guidance on Reporting Policies for Seeking Directive Opinions in the Field of Military Enforcement Execution

policies report requesting guidance and direction in the field of Military Execution are instructed by Circular 01 as follows:

1. The Director of the Department of Execution reports to request guidance and direction from the Minister of National Defense to guide and direct the Execution Office at the military zone level in resolving execution cases that significantly impact the viewpoint, policy, and direction of the Communist Party, the policies and laws of the State, the reputation of the Military, or those that seriously affect political security and social order and safety.

2. The Head of the Execution Office at the military zone level reports to request guidance and direction from the Chief of the General Staff, Commander of the Military Zone, Navy, Director of the Department of Execution to resolve execution cases that significantly impact political security, social order and safety and the implementation of the political tasks of agencies and units within the military zone and equivalent, including:

- Execution cases with a large amount of money or asset value to be executed; complex or difficult execution cases involving many people, many agencies, units both within and outside the Military, or those with foreign elements;- Execution cases requiring the use of coercive measures involving forces outside the Military, seizing real estate assets;- Execution cases where the person subject to execution is someone who has contributed to the revolution, a religious dignitary, an ethnic minority person, village elder, or village chief;- Other execution cases requiring guidance and direction.

3. The Director of the Department of Execution provides guidance according to the procedures for guiding and directing civil execution operations within the Military.
