Guidance on Lighting Control in Energy-Using Buildings

Circular 15/2017/TT-BXD was issued by the Ministry of Construction on December 28, 2017, to provide guidance on lighting control in energy-using buildings.

Accordingly, lighting control is guided by Circular 15 as follows:

- Lighting switch-off devices when not in use must be designed and installed for areas with a maximum area of 2500 m² per floor;- Each lighting control device is designed and installed for a maximum usage area of 250 m² for areas up to 1000 m² and a maximum of 1000 m² for areas larger than 1000 m².

Note: This regulation does not apply to spaces requiring 24/24-hour lighting; spaces that require security and safety when in use.

At the same time, Circular 15 also guides the lighting control for indoor parking areas (garages) as follows:

- Automatic light shutdown;- There must be lighting control devices that allow for at least a 30% reduction in the lighting power of each light source when there is no activity in the illuminated area;

Note: This requirement does not apply to vehicle entry and exit areas adjacent to the exterior space of the building.

- For areas within 6 meters of the outer boundary wall, with glass doors and walls with a WWR ratio ≥ 40%, there must be control devices that allow for a reduction in lighting power.
