On November 23, 2018, the Government Office of Vietnam issued Circular 01/2018/TT-VPCP guiding the implementation of certain provisions of Decree 61/2018/ND-CP on the single-window and interconnected single-window mechanism in handling administrative procedures.

According to Circular 01, when necessary, Ministers, Heads of ministerial-level agencies, and Chairmen of Provincial People's Committees shall decide on the selection of administrative procedures, applying the method of guidance through sample dossiers and instructional videos. To be specific:

- Sample dossiers include full information in application forms, declarations by hypothetical methods or masked personal information, various components of the dossier, sample receipt forms for dossiers, sample result return forms, and are publicly available at the One-Stop Shop.- Instructional sample videos display comprehensive information guiding the implementation of administrative procedures, the requirements for each type of dossier, preparation steps, and the implementation process. These videos are shown at the One-Stop Shop and posted on the Public Service Portal at the ministerial and provincial levels.
