Guidance on Evaluation and Classification of Officials and Public Employees in 2016

The evaluation and classification of officials and public employees in 2016 was implemented according to Decree 56/2015/ND-CP and Official Dispatch No. 4851/LDTBXH-TCCB dated November 25, 2015, regarding principles, subjects, timing, authority, and evaluation process. Additionally, some content has been added as follows:

- The presentation of self-evaluation reports on work outcomes at Departments, Faculties, and equivalents at schools includes "officials and public employees holding the position of Head of Department and equivalents." For schools, if the Faculty's organizational structure includes Subject Groups, depending on the number of lecturers in the Faculty and Subject Groups, the Principal will decide on the organization of evaluations within the entire Faculty or at the Subject Groups.- No later than January 5, 2017, the Personnel Department must send the evaluation and classification forms of the unit heads along with meeting minutes, written opinions of the Communist Party committee, and related documents (such as scientific works, projects, initiatives effectively applied in the unit’s activities recognized by competent authorities) to the Ministry for the Ministry's Leadership to review and decide on the evaluation classification of the unit heads.

Note: For the evaluation and classification forms of unit heads, the unit is required to summarize the collective opinion of the unit in section 1, part III, not fill in section 2, and not sign.

The results of the evaluation and classification of officials and public employees and workers for 2016 must be sent to the Ministry (via the Personnel Department) before January 10, 2017, including:

- A report on the organization process;- Evaluation and classification forms for cases under the Ministry's management authority according to the management decentralization (for cases evaluated and classified as excellently fulfilling tasks, related documents such as scientific works, projects, initiatives effectively applied in the unit’s activities recognized by competent authorities must be attached as stipulated in point h, clause 1, Article 18; point d, clause 1, Article 25 of Decree 56/2015/ND-CP);- Minutes of meetings for comments;- A summary table of evaluation results for officials and public employees and workers (as per forms No. 04, 05 attached).
