This is an important provision stipulated in Circular 04/2020/TT-BVHTTDL regarding the measures for implementing state management functions on the creation and application of local by-laws, issued by the Ministry of Culture, Sports, and Tourism of Vietnam on August 06, 2020.

Article 3 of Circular 04/2020/TT-BVHTTDL regulates the development of content orientation for local by-laws in Vietnam as follows:
- Based on the actual conditions of the locality, the Department of Culture, Sports and Tourism, and the Department of Culture and Sports of the provinces and centrally governed cities are responsible for advising the provincial People's Committee on the content orientation of local by-laws as a basis to guide the development and recognition of local by-laws in the area.
- The content orientation of local by-laws must comply with the requirements of the scope of local by-laws stipulated in Clause 1, Article 5 of Decision 22/2018/QD-TTg dated May 8, 2018, by the Prime Minister of Vietnam on developing and implementing local by-laws and must be suitable to the actual conditions of the locality as follows:
- The content of conventions and agreements is determined by the community of villages, street groups, including one or several areas of social life that are not yet regulated by law or are regulated in principle; recognizing good customs and practices and measures to limit and gradually eliminate outdated customs and superstitious practices; suitable to the self-governance requirements of the community and the purposes and principles of developing and implementing conventions and agreements.
