Below is the content of the regulations on general requirements for fundamental investigation activities concerning renewable energy resources and new energy electricity.

General  Requirements  for  Basic  Survey  Activities  on  Renewable  Energy  Resources  and  New  Energy  Electricity

On February 20, 2025, the Minister of Natural Resources and Environment issued Circular 03/2025/TT-BTNMT providing guidance on the scope of basic investigations on renewable energy resources and new energy electricity within the territory of Vietnam.

Article 4 of Circular 03/2025/TT-BTNMT stipulates the general requirements for basic investigation activities on renewable energy resources and new energy electricity as follows:

(1) Basic investigation activities on renewable energy resources and new energy electricity are conducted through projects, programs, and tasks approved and assigned by competent state agencies. The authority responsible for conducting basic investigations on renewable energy resources and new energy electricity decides and approves the contents, activities to be implemented (collecting, compiling information and data; surveying, additional measurements; level of analysis, evaluation; content, map scale, etc.) to meet the requirements for providing information and data for setting up power development planning and provincial planning.

(2) Collecting and compiling existing information and data on renewable energy resources and new energy electricity from recognized official sources, ensuring reliability, accuracy, and updates; using modern, advanced monitoring and measuring equipment and technology applications in direct field surveys, analyzing, and evaluating renewable energy resources and new energy electricity.

(3) The activities of collecting, compiling information, and data; surveying, measuring, analyzing, evaluating renewable energy resources and new energy electricity must comply with the technical standards, technical regulations, professional procedures, and legal documents issued by competent state agencies.

(4) The distribution of renewable energy potential, new energy electricity is illustrated on a topographic map published by the Ministry of Natural Resources and Environment at an appropriate scale, meeting requirements for power development planning and provincial planning; showing areas with renewable energy potential and new energy electricity resources in three categories: low, medium, high.

(5) The results of basic investigations on renewable energy resources and new energy electricity must be quality assessed and accepted; the information, data, and results must be reviewed, processed, updated into the information system, database, and submitted to the competent state management agency as prescribed; submitted to the Ministry of Natural Resources and Environment for nationwide information and data compilation.

(6) Expenses for conducting basic investigations on renewable energy resources and new energy electricity are implemented according to the provisions of Clause 6 of Article 21 of the Electricity Law 2024. Encouragement and mobilization of legal financial sources and scientific and technical contributions from organizations and individuals to serve the basic investigation activities on renewable energy resources and new energy electricity are promoted.

Content and level of Survey for basic investigation activities on renewable energy resources and new energy electricity in Vietnam

- Collecting, compiling information, and data; surveying, measuring, analyzing, evaluating solar energy resources:

+ Collecting, compiling existing information and data on solar radiation; surveying, measuring solar radiation when there is a need for additional information and data;

+ Surveying, determining the duration of sunshine, the average number of sunshine hours per day, monthly and annually;

+ Analyzing, evaluating solar radiation intensity, total solar radiation, solar radiation distribution, stability, and fluctuation of solar energy sources in the survey area.

- Collecting, compiling information, and data on topography, meteorology, hydrology:

+ Topographic features: height, depth (for sea and lake areas), slope, and other surface characteristics in the survey area;

+ Daily, monthly, and annual average air temperature and humidity; number of rainy days;

+ Meteorological and hydrological phenomena such as storms, strong winds, flash floods, inundation, and other natural disasters in the survey area.

- Summarizing, analyzing, evaluating the potential of solar energy resources in the survey area; zoning areas with potential for solar energy development.
