General Provisions on Travel Expense Policies under the Ministry of National Defense

On October 17, 2017, the Ministry of National Defense issued Circular 259/2017/TT-BQP stipulating general policies on travel expenses within the Ministry of National Defense as follows:

Travel Expenses refer to the costs paid to individuals undertaking domestic business trips, including: Travel expenses; accommodation allowances; room tax fees when no accommodation can be arranged at the destination; baggage and document carriage fees necessary for work (if any).

According to the Circular, the period eligible for travel expenses is the actual business trip duration as approved in writing by the authorized person or the invitation to join the business delegation (including weekends, holidays, and travel time).

Heads of agencies and units must consider and review when dispatching individuals for business trips (number of persons, duration, and method of travel), ensuring payments are made within the allocated annual budget, guaranteeing savings and efficiency.

Agencies and units are responsible for arranging meals and accommodation for individuals on business trips.

Conditions for reimbursement of travel expenses:

- Fulfillment of the assigned task;- Authorized dispatch by the head of the agency or unit, or invitation to join the business delegation;- Sufficient documentation as prescribed.

Circular 259 stipulates that the agency or unit dispatching an individual for a business trip is responsible for reimbursing travel expenses except in cases where travel expenses are not provided.

Note, in cases where individuals are invited by judicial authorities to testify in cases related to their professional work, the judicial authorities will cover travel and other expenses as per legal regulations from the judiciary's budget.

Particularly for travel expenses that are non-conformable to Circular 259, the ordering person, agency, unit, or individual responsible for the wrongful expenditure must reimburse the incorrectly spent amount and face disciplinary action as prescribed.
