General provisions on the implementation of democracy in the construction of the People's Police force of Vietnam (Illustrative image)

These general provisions are clearly addressed in Articles 1, 2, 3, and 4 of Circular 04/2010/TT-BCA. To be specific:

1. Scope of adjustment, applicable subjects:

This Circular stipulates principles and contents of the implementation of democracy in the construction of the People's People's Police force (hereinafter collectively referred to as the implementation of democracy) and applies to all officers, non-commissioned officers, soldiers, workers, and public employees of the People's Police (hereinafter collectively referred to as officers and soldiers) and other related organizations and individuals involved in the construction of the People's People's Police force.

2. Purpose of implementing democracy in the construction of the People's People's Police force of Vietnam:

- Implementing democracy aims to promote the intelligence and creativity of the collective and officers and soldiers of the People's Police, enhancing the quality and efficiency of all aspects of the People's Police's work, contributing to building a revolutionary, standardized, elite, and incrementally modern People's People's Police force.- Implementing democracy aims to ensure the legal rights and interests of officers and soldiers; promote the role and responsibility of the Communist Party committees and unit heads in all aspects of the construction work of the People's People's Police force; prevent and combat negative phenomena and corruption in the construction of the People's People's Police force.

3. Principles of implementing democracy in the construction of the People's People's Police force of Vietnam:

- Implementing democracy must ensure the direct and comprehensive leadership of the Communist Party committees over all aspects of the construction work of the People's People's Police force, the unified direction and administration of the agency and unit heads according to the principle of democratic centralism and the chief's policies, promoting the role of public mass organizations.- Implementing democracy within the framework of the Constitution, laws, and regulations of the Ministry of Public Security; ensuring openness and transparency in all aspects of the construction work of the People's People's Police force; fully realizing the legal rights and interests of officers and soldiers of the People's Police. Promote democracy while strictly handling any acts of abusing democracy to violate the Constitution, laws, and regulations of the Communist Party, the State, and the Ministry of Public Security.

4. Contents of implementing democracy in the construction of the People's People's Police force of Vietnam:

Implementing democracy in the construction of the People's People's Police force includes all aspects: political and ideological work; personnel organization work; personnel policy work; recruitment, selection, training, and fostering of personnel; Communist Party work, public mass organization work; inspection, supervision, commendation, and discipline work; internal political protection work; information, communication, history, and traditional museum work of the People's Police.
