On October 17, 2017, the Ministry of National Defense issued Circular 259/2017/TT-BQP stipulating general policies for conferences under the Ministry of National Defense.
To be specific:
- The agencies and units organizing the conference should research and arrange reasonable venues, enhancing the form of online conferences based on ensuring suitability with the requirements of each conference; integrate the content and tasks to be handled in a reasonable manner to consider and decide on the members and number of delegates, which must be approved in writing by the competent authority.- Organizing conferences must strictly adhere to the policies stipulated in this Circular, not be ostentatious, not hold parties or banquets, not spend on activities combining sightseeing and relaxation, and not give gifts or souvenirs. The conference organization expenses should be arranged within the annual budget estimates approved by the competent authority.- Agencies and units organizing the conference must utilize the available facilities such as: conference halls, lighting systems, sound systems, recording devices; paintings, decorative statues; use guesthouses and barracks to arrange accommodation and meals for the delegates, and provide transportation for the delegates serving the conference.- Note, there should be no support for food expenses, accommodation rental, or travel expenses for delegates who are military personnel, officers, workers, officials, and public employees receiving salaries or allowances from agencies, units, or enterprises.- The conference organization time should comply with the legal regulations.- Particularly, for unauthorized conference organization expenses, the person who orders unauthorized expenses must reimburse the misused amount and be reviewed and disciplined according to regulations.
