This is one of the 10 content areas delineated for the task of integrated river basin planning as stipulated in Circular 04/2020/TT-BTNMT issued by the Ministry of Natural Resources and Environment, providing technical regulations for integrated inter-provincial river basin planning and inter-provincial water resources.
According to this Circular, the content of the general assessment of natural characteristics includes:

- Geographic location, scope of the river basin integrated planning area;- Total natural area, distribution ratio of terrain types, average height, and terrain slope direction;- River and lake network: names of main river systems, density, headwater locations, estuary locations, basin area;- Major geological formations;- Area and distribution ratio of forest types;- Climate and weather characteristics;- Tourist areas, conservation areas, natural heritage (if any).
In addition, the general assessment of socio-economic characteristics includes the assessment of:
- Administrative units and natural area of provincial and district-level administrative units within the river basin;- Total population, population structure, population density, and population growth rate;- Special difficult areas, revolutionary bases, and other areas eligible for support policies (if any);- Land use planning and current land use status;- Socio-economic development orientation for sectors and fields with water exploitation and use.
Additionally, Circular 04/2020/TT-BTNMT stipulates a preliminary description of the river, stream, lake, lagoon, and aquifer systems at:
- Headwater and tailwater locations, lengths of major rivers and streams, names of provincial-level administrative units through which the water flows;- Geographic location, area of lakes, lagoons;- Distribution area, depth, thickness of aquifers.
Regarding the general assessment of surface water resources, it involves evaluating the total average monthly, seasonal, and annual water volume in the river basin; Water quality of interprovincial rivers, interprovincial water sources at hydrological, surface water, and water environment monitoring stations.
The general assessment of groundwater resources involves evaluating the potential reserves and exploitable reserves of aquifers; Water quality of aquifers at groundwater resource monitoring points.
