Circular 03/2015/TT-BVHTTDL provides for scientific assessment to evaluate the level of sports training and check the health of athletes, issued by the Minister of Culture, Sports and Tourism on June 3, 2015.

Circular 03/2015/TT-BVHTTDL stipulates that the funding for the scientific evaluation of the athletic training level and health checks of athletes is allocated within the annual budget of the General Department of Sports and Physical Training. People's Committees of provinces and centrally run cities, training and sports institutions will base themselves on the provisions of this Circular and the conditions of their localities and units to stipulate and apply scientific evaluations to evaluate the athletic training level for the athletes under their management.
Additionally, the cost of health checks for athletes will be arranged and implemented by the agency directly responsible for training and managing the athletes.
Furthermore, the Circular also stipulates the results of the scientific evaluation of athletic training levels and health checks of athletes as follows:
- The results of the scientific evaluation by the Evaluation Council must be recorded in minutes, signed by the Chairman of the Council and all members. Within 15 working days from the date of the evaluation minutes, the Evaluation Council is responsible for reporting the evaluation results to the General Department of Sports and Physical Training.
- Based on the scientific evaluation results, compared with the previous contiguous scientific evaluation indices (if any), the Evaluation Council will report to the General Department of Sports and Physical Training for consideration and decision regarding the training and use of athletes.
- Evaluation records must be kept at the Institute of Sports Science, unless otherwise provided by law. The Institute of Sports Science is responsible for preserving and retaining the evaluation records following "Confidential" policies.
