Forms of Reports on the Implementation of the Sustainable Poverty Reduction Program

According to the regulations in Circular 39/2016/TT-BLDTBXH, the report on the implementation of the National Target Program on Sustainable Poverty Reduction for the period 2016-2020 is submitted in the following formats:

- The commune level submits the Forms to the district level in paper format (and in electronic format if available).- The district level submits the Forms and Reports to the provincial level in both paper and electronic formats.- The provincial level submits the Forms and Reports to the Central level in both paper and electronic formats.

Also according to Circular 39, the monitoring, evaluation indicators, and the Performance Framework for the Program include:

- Input: This index reflects the level of resource mobilization for the Program's activities, such as investment capital, number of working days, number of plant species.- Output: This index reflects the activities of the Program, such as the number of kilometers of rural roads newly built or upgraded.- Outcome: This index reflects the changes brought about by the Program's activities. In the short and medium term, this index reflects intermediate results. In the long term, the outcome index reflects the impact of the Program.- Performance Framework: This is a set of outcome indices and some key outputs where achieving these indices will lead to the realization of the Program's objectives.
