Forms of Emulation Movements and Commendations in the Ministry of Labor, Invalids and Social Affairs for the Year 2019

The forms and content for organizing the emulation movement in the field of Labor, Invalids, and Social Affairs are carried out in accordance with the provisions of Article 4 and Article 5 of Decree 91/2017/ND-CP dated July 31, 2017, of the Government of Vietnam detailing the implementation of some articles of the Law on Emulation and Commendation, and Articles 4 and 5 of Circular 08/2017/TT-BNV dated October 27, 2017, of the Minister of the Ministry of Home Affairs detailing the implementation of some articles of Decree 91/2017/ND-CP.

Annually, after organizing regular emulation movements and periodic (thematic) emulation movements, the initiating unit submits the plan for organizing the emulation movement to the Ministry of Labor, Invalids, and Social Affairs (hereinafter referred to as the Ministry) for monitoring, summarizing, and guiding commendation.

The heads of units under the Ministry of Labor, Invalids, and Social Affairs organize preliminary and final reviews of emulation movements within their units, implement commendation according to their authority, or submit to competent authorities for review and commendation.

In which, the units under the Ministry of Labor, Invalids, and Social Affairs, and units directly under the units of the Ministry; officials and public employees, and contract laborers working for one year or more at the units.
