Recently, Circular 12/2019/TT-BNV was issued by the Ministry of Home Affairs, providing detailed regulations for the implementation of several articles of Decree 91/2017/ND-CP dated July 31, 2017, by the Government of Vietnam, which specifies the implementation of several articles of the Law on Emulation and Commendation.
Circular 12/2019/TT-BNV stipulates that competent authorities shall base on the subjects, functions, assigned tasks, and achievements of collectives and individuals to reward or propose higher authorities to reward with appropriate forms. Specifically as follows:

- No multiple forms of reward for a single achievement. Collectives or individuals who meet the standards for any form or level shall be considered and proposed to the competent authority for that form or level, without proposing rewards beyond the level.- For collectives or individuals with extraordinary achievements, the head of the ministry, department, province shall reward according to their authority. In cases of distinguished achievements with impactful scope within the ministry, department, province, it shall be proposed for state-level rewards.- Within 01 year, do not propose or award 02 forms of state-level rewards for a single collective or individual (except for extraordinary rewards; rewards for contributions; rewards for seniority).
Among them, the state-level rewards under this Circular include: Orders; Medals; State honorary titles; Ho Chi Minh Award, State Award; Prime Minister’s Certificate of Merit.
