On July 1, 2016, the Government of Vietnam promulgated Decree 106/2016/ND-CP stipulating the conditions for engaging in sports business activities.

According to Decree 106/2016/ND-CP, the competent authorities to issue the Certificate of Eligibility for Business are the provincial or municipal People's Committees or the Department of Culture, Sports, and Tourism in cases of authorization.
