Extension of CLV Cross-Border Transport Permit: Applicable Subjects

This is a notable content stipulated by the Ministry of Transport in Circular 63/2013/TT-BGTVT, guiding the implementation of certain provisions of the Memorandum of Understanding between the Government of Vietnam and the Kingdom of Cambodia, the Lao People's Democratic Republic, and the Socialist Republic of Vietnam on road transport.

Circular 63/2013/TT-BGTVT stipulates that the subjects eligible for extension are the vehicles of Laos and Cambodia facing force majeure cases (natural disasters, traffic accidents, vehicle breakdowns that cannot be repaired in Vietnam), which shall be extended once for a period not exceeding 10 (ten) days from the expiration date.

To be specific: the application dossier for extension includes:

- Application for extension according to the form specified in Appendix VIII of this Circular;- Transport license across Cambodia - Laos - Vietnam borders (hereinafter referred to as the CLV Transit License);- Vehicle registration certificate.

Procedure for receiving and processing dossiers:

- After the organization or individual submits 01 (one) set of dossiers directly to the Department of Transport to request an extension of the CLV Transit License, the licensing authority shall directly notify the organization or individual on the same working day from the date of receiving the dossier, clearly stating the incomplete contents or necessary amendments in case the dossier needs amendments or supplements.- In case the dossier needs amendments or supplements, the licensing authority shall directly notify the organization or individual on the same working day from the date of receiving the dossier, clearly stating the incomplete contents or necessary amendments;- Within 01 (one) working day from the date of receiving the complete and valid dossier, the Department of Transport shall issue a document extending the CLV Transit License and send it to the organization or individual; in case of non-extension, it must respond in writing and clearly state the reason.

Authority for extension: The Department of Transport of provinces and centrally-run cities where the vehicle encounters problems.

Thus, vehicles of Laos and Cambodia facing force majeure cases are eligible for extension of the Transport license across Cambodia - Laos - Vietnam borders.
