On December 30, 2015, the Ministry of Culture, Sports, and Tourism of Vietnam issued Circular 17/2015/TT-BVHTTDL regulating anti-doping in sports activities. It took effect on March 01, 2016.

Circular 17/2015/TT-BVHTTDL stipulates exemptions due to treatment for athletes with medical records requiring the use of banned substances or prohibited methods:
Article 11 of this Circular stipulates the Therapeutic Use Exemption Board as follows:
- The Director of the Center for Doping and Sports Medicine or the Head of the organizing committee of the competition shall establish the Therapeutic Use Exemption Board to review the legitimacy of the treatment according to athletes' exemption applications.
- The Therapeutic Use Exemption Board consists of 05 to 07 members, including medical experts, working on democratic principles, voting by majority, and in accordance with the World Anti-Doping Code regulations.
- The Therapeutic Use Exemption Board shall cease its activities and dissolve itself after completing its tasks.
- Within a maximum period of 10 working days from the date of receipt of the therapeutic use exemption application, the Center for Doping and Sports Medicine shall decide to grant or refuse the exemption.
- Within a maximum period of 3 working days from the date of receipt of the therapeutic use exemption application during the competition, the organizing committee shall decide to grant or refuse the exemption. The therapeutic use exemption decision issued by the Head of the organizing committee is only valid during the competition.
