The Ministry of Agriculture and Rural Development issued Circular 22/2017/TT-BNNPTNT on November 15, 2017, specifying cases of exemption and reduction of forest environmental services.

- Natural disasters, enemy destruction, fires, earthquakes, storms, floods, flash floods, tornadoes, tsunamis, landslides occur, causing direct damage to capital, assets, leading to a loss of capability or forced cessation of activities, production and business activities, and are not required to purchase property insurance as prescribed by law;- Loss of civil act capacity, death, or being declared dead, missing with no remaining assets to repay or having no heirs or the actual heirs are unable to repay the debt for that individual;- Dissolution or bankruptcy decision according to the law, with no remaining capital or assets to pay the debt to the forest environmental service provider.
