Decree 23/2008/ND-CP provides regulations on the establishment of wards under Ha Dong City and Son Tay City, Ha Tay Province as follows:

- Establish Van Quan Ward under Ha Dong City by adjusting 139.6 ha of natural area and 12,547 inhabitants from Van Mo Ward.- Establish Mo Lao Ward under Ha Dong City by adjusting 126.3 ha of natural area and 14,105 remaining inhabitants from Van Mo Ward.- Establish La Khe Ward under Ha Dong City by adjusting 222.21 ha of natural area and 9,178 inhabitants from Van Khe Commune; 10.09 ha of natural area and 3,660 inhabitants from Quang Trung Ward; 27.44 ha of natural area and 97 inhabitants from Yen Nghia Commune.- Establish Phu La Ward under Ha Dong City. Establish Trung Hung Ward under Son Tay City by adjusting the entire 510.4 ha of natural area and 7,848 inhabitants from Trung Hung Commune.- Establish Vien Son Ward under Son Tay City by adjusting the entire 286.9 ha of natural area and 7,137 inhabitants from Vien Son Commune.- Establish Trung Son Tram Ward under Son Tay City by adjusting the entire 332.4 ha of natural area and 6,493 inhabitants from Trung Son Tram Commune.
