The Ministry of Foreign Affairs is an agency of the Government of Vietnam that performs the function of state management on foreign affairs. In representing state foreign affairs activities, the Ministry of Foreign Affairs has the following duties and powers:
- Representing the State in diplomatic relations with other countries and intergovernmental international organizations; conducting the State's foreign activities in accordance with legal regulations;- Submitting to the Government of Vietnam the establishment, alteration, or suspension of diplomatic or consular relations with countries and intergovernmental international organizations; the establishment, temporary suspension, or termination of operations of Vietnamese representative agencies abroad in accordance with legal regulations;- Proposing to the Prime Minister of the Government of Vietnam to submit to the Standing Committee of the National Assembly for approval recommendations for the appointment and dismissal of extraordinary and plenipotentiary ambassadors; proposing to the Prime Minister of the Government of Vietnam to submit to the President the decision to appoint or recall extraordinary and plenipotentiary ambassadors, permanent representatives of Vietnam at the United Nations, the World Trade Organization, and representatives of the President at international organizations;- Appointing and recalling permanent representatives of Vietnam at international organizations, except as stipulated in point c of this clause; heads of Vietnamese consular missions abroad; deciding on the appointment and dismissal of honorary consuls of Vietnam abroad.
