Duties and Powers of the Department of Education and Training in 2020

According to Circular 12/2020/TT-BGDDT, the Department of Education and Training performs duties and powers stipulated in Article 13 of Decree 127/2018/ND-CP dated September 21, 2018, of the Government of Vietnam regulating state management responsibilities for education, Decree 46/2017/ND-CP dated April 21, 2017, of the Government of Vietnam regulating investment and operational conditions in the field of education, Decree 135/2018/ND-CP dated October 4, 2018, of the Government of Vietnam amending and supplementing several articles of Decree 46/2017/ND-CP, other related legal provisions, and performs the following duties and powers:

- Take the lead, and cooperate with relevant agencies to present to the district-level People's Committee:

+ Issue guiding documents, organize the implementation of legal documents on education; plans, programs, and projects for the development of preschool, primary, and secondary education in the area after being approved by competent authorities; plans to implement the Scheme to renovate the general education program and textbooks in the district in accordance with the provincial plan; and legal documents on education under its authority.

+ Approve the Scheme to arrange and reorganize preschool, primary, and secondary educational institutions in the area in line with the actual conditions of the locality, ensuring the conditions for quality education.

- Take the lead, and cooperate with relevant agencies to perform the state management function of the district-level People's Committee on education according to the decentralization of the Government of Vietnam.

- Implement the recruitment, utilization, and training of teachers, educational managers, and staff in public educational institutions under the district-level People's Committee in accordance with the law when authorized.

- Manage teaching and educational activities inside and outside the school; direct the implementation of moral, lifestyle, and school safety education activities; organize and implement the plan to deploy the Scheme to renovate the general education program and textbooks; and implement and direct the implementation of educational communication work in the area.

- Regularly update information about teachers and educational managers under its management into the educational sector's database. Fully and promptly implement policy and periodically annual reports on the transparency of education in the locality under its management to the district-level People's Committee and the Department of Education and Training as required.
