Circular 30/2015/TT-BNNPTNT stipulates the documentation and procedures for issuing an official phytosanitary inspection card as follows:
Documentation for issuing and renewing an official phytosanitary inspection card includes:
- An Official Dispatch requesting a new issue or renewal from the managing authority (clearly stating the reason for the request).- A photocopy of a diploma from a technical secondary level or higher.- A photocopy of a certificate of professional training in phytosanitary inspection.- A photocopy of a foreign language certificate, level A or higher.- 02 photos sized 2x3 (the person photographed must wear the uniform and bear the phytosanitary inspection badge).- The old card with the corner cut off (in case of card renewal).
Procedures for issuing an official phytosanitary inspection card
- Agencies or organizations submit 01 set of documentation directly or by mail to the Document Reception and Return Department of the Plant Protection Department.
- The Reception and Return Department is responsible for reviewing the documentation within 03 working days. If the documentation is incomplete or invalid, a written response is required to request supplementation or completion.
- The Plant Protection Department issues the official phytosanitary inspection card within 5 working days for complete and valid documentation.
