Document for Payment of Regular Expenses under BTL Contract

Accordingly, Circular 88 stipulates the documentation for disbursement of regular expenses in BTL contracts includes: one-time legal documentation submission and disbursement documentation. To be specific:

For one-time legal documentation submission:

- The agency or unit assigned by the competent state authority to manage the State portion from regular expenses, and revenue from providing public services to pay the investor for BTL contracts, BLT contracts is responsible for sending the legal documentation to the State Treasury where the account is opened as a basis for payment control, including: Project contract, contract appendices (if any) and legal documents attached to the project contract.

For disbursement documentation, as stipulated by Circular 88:

- Summary table of volumes and service quality requested for payment prepared by the investor with confirmation from the agency or unit assigned to manage the State portion from regular expenses, revenue from providing public services and the investor providing services;- Payment request form from the agency or unit assigned to manage the State portion according to regulations, clearly stating the following contents: Project name; project contract number; Total amount to be paid to the investor providing services (per funding source); Accumulated service volume provided, accumulated amount already paid (per funding source); amount requested for this payment (per funding source); Beneficiary unit name, beneficiary unit account;- Money transfer voucher issued according to the accounting document system of the Ministry of Finance.

Note, the payment period for regular expenses and revenue from public service activities will be implemented in accordance with the provisions of the law on state budget, fees, and related legal regulations.
