Criteria for Identifying Television Program Channels Serving Political Duties

Circular 18 stipulates that television program channels serving national political tasks and essential information and propaganda are channels of press agencies with television operation licenses meeting the following conditions:

- Have a motto and purpose of general current affairs - politics or a specialized motto, purpose, and content, ensuring to serve the requirements of information and propaganda for national political, security, and defense tasks;- Ensure the broadcasting time of the program channel reaches at least 18 hours/day; the duration of self-produced programs reaches at least 40% of the total broadcasting time in one day of the program channel (in which the duration of newly self-produced programs must reach 50% of the duration of self-produced programs).

Additionally, Circular 18 also stipulates that local television program channels serving political tasks and essential information and propaganda are television program channels of press agencies under the province, city directly under the Central Government with television operation licenses meeting the following conditions:

- Have a motto and purpose of general current affairs - politics, ensuring to serve the requirements of information and propaganda for local political, economic, and social tasks;- Ensure the broadcasting time of the program channel reaches at least 15 hours/day; the duration of self-produced programs reaches at least 20% of the total broadcasting time in one day of the program channel (in which the duration of newly self-produced programs must reach 50% of the duration of self-produced programs).
