On September 9, 2015, the Ministry of Information and Communications issued Circular 25/2015/TT-BTTTT providing regulations on the management and usage of the telecommunications number storage.
According to Circular 25/2015/TT-BTTTT, criteria for allocating information response service numbers applicable from November 1, 2015 include:

- Information response service numbers are allocated to agencies, organizations, and enterprises established under Vietnamese law that have the function, tasks, or registered business in the field of providing information content services on the telecommunications network;
- The usage efficiency of information response service numbers must reach a minimum ratio of 80% of the total allocated service numbers from the second allocation onward.
Regarding allocation method: Information response service numbers are allocated up to 10 numbers per allocation (applicable to both the first and subsequent allocations).
In addition, the allocation of Internet telephone subscriber numbers is implemented according to the following 03 criteria:
- Internet telephone subscriber numbers are allocated to enterprises with a license to establish a public fixed terrestrial telecommunications network and a license to provide fixed terrestrial telecommunications services;
- Enterprises must meet the requirement of having the capability to determine subscriber locations for emergency services;
- The usage efficiency of Internet telephone subscriber numbers must reach a minimum ratio of 75% of the total allocated subscriber numbers from the second allocation onward.
Regarding allocation method: Internet telephone subscriber numbers are allocated in blocks of 10,000 numbers or 100,000 numbers. The minimum quantity is 10,000 numbers and the maximum is 100,000 numbers per allocation (applicable to both the first and subsequent allocations).
