Circular 08/2018/TT-BCA on guiding Decree 83/2017/ND-CP stipulating the work of rescue and salvage by the fire prevention and fighting forces was issued on March 5, 2018. This Circular provides regulations on the coordination between forces participating in rescue and salvage.
Specifically:, according to the content of Article 11 of Circular 08/2018/TT-BCA, the responsibility for coordination in handling incidents and accidents of the forces within the People's Public Security is stipulated as follows:
- The Mobile Police Force, upon receiving a request to participate in the coordination of handling incidents and accidents, must immediately deploy force and means to the scene to secure the area for rescue and salvage operations and perform other tasks as required by the rescue commander;- The Traffic Police Force, upon receiving notification of incidents and accidents involving means of transportation, must promptly deploy force and means to the scene to perform the tasks as prescribed.
In case of incidents and accidents falling under the basic scenarios in the rescue and salvage operations of the Fire Prevention and Fighting Force, they must immediately notify the Fire Prevention and Fighting Force for handling and participating in tasks as required by the rescue commander;
- Other Public Security forces, upon receiving notification of incidents and accidents occurring within their jurisdiction, must promptly arrive at the scene to carry out rescue and salvage, and simultaneously notify the Fire Prevention and Fighting Police and Rescue and Salvage Force promptly for handling and performing other tasks as required by the rescue commander.
When the Fire Prevention and Fighting Force arrives at the scene of an incident or accident where victims need medical intervention to be safely removed, they must immediately notify the nearest medical agency with sufficient capabilities to proceed with handling as per the medical sector's regulations.
Circular 08/2018/TT-BCA takes effect on April 25, 2018.
