Contents of Labor Norms in the Field of Environment

On April 03, 2017, the Ministry of Natural Resources and Environment issued Circular 04/2017/TT-BTNMT specifying detailed regulations on labor norms in the field of environment.

Circular 04 stipulates labor norms as the direct labor time necessary to produce a product (or to perform a job step or to perform a specific job) and the direct labor time serving in the process of inspection and acceptance of the product according to the inspection and acceptance regulations. The content of labor norms includes: Technical labor; service labor (general labor). In which:

- Technical labor: labor trained in professional expertise according to the specialty of natural resources and environment and other related fields, including: Engineers, Technicians, and Technical Workers;- Service labor (general labor): simple labor hired to transport equipment, materials, lead the way, and other similar types of labor.

At the same time, Circular 05 also stipulates the components of labor norms including:

- Job content: listing the basic operations, main operations to perform the job step.- Difficulty classification: stating the basic factors affecting the performance of the job step (regional, local, terrain, object, traffic factors). The levels of impact on performance (time consumption) only differ from 10% to 20% (in exceptional cases, they do not exceed 30% of the adjacent types, rankings, groups).- Staffing: determining the quantity and specific level of technical labor suitable to the performance requirements of each job content.- Norms: the necessary direct labor time to complete a product; the unit of measurement is individual work or group work/unit of product. The external labor levels, if the work has service labor (general labor), are expressed in the form of a fraction, where the numerator is the technical labor level (calculated by group work, individual work); the denominator is the general labor level (calculated by single work).

Additionally, labor work as stipulated in Circular 04 includes:

- Single work (individual work): the level (8 hours for normal labor and 6 hours for heavy labor) of labor determined for an individual with a specific technical grade, directly performing a job step to create a product.- Group work: the level of labor determined for a group of people with specific technical grades, directly performing a job step to create a product.- Work month: the level of labor determined for a person with a specific technical grade, directly performing a step or part of a job to create a product.

Labor time is implemented according to the legal provisions on working time and rest time.
