Circular 04/2017/TT-BTNMT was issued by the Ministry of Natural Resources and Environment on April 03, 2017, specifying the detailed provisions on the standard usage of instruments in the field of natural resources and environment.
Circular 04 stipulates the contents of the tool quotas that must be established, including:
- Identifying the list of necessary tools for production according to each job content generating a unit of product. For tools and equipment using electricity or fuel, the consumption capacity must be determined.
- Determining the useful life of tools classified into the following basic groups:
- Labor protection types: the useful life of each type according to current regulations;- Glassware (bottles, sample containers, chemical containers, light bulbs, and similar tools): the useful life is 01 year (12 months);- Plastic tools (rulers, boxes, tubes, and similar tools): the useful life is 03 years (36 months);- Wooden tools (tables, chairs, cabinets, and similar tools): the useful life is 05 years (60 months);- Earth-digging and marking tools, tree cutting tools (hoes, shovels, saws, knives, scissors, metal rulers, and similar tools): the useful life is 02 years (24 months); in case of using more advanced tools (electric saws, earth excavators), the useful life is 05 years (60 months);- Electronic tools (printers, calculators, cameras, dehumidifiers, vacuum cleaners, fans, and similar tools): the useful life is 05 years (60 months).
- Determining the usage cycle of tools directly utilized by laborers to produce a unit of product under normal conditions, including energy and fuel consumption during the usage of equipment and tools as appropriate to their consumption capacity.
- Determining the consumption quotas for electricity and fuel during the utilization period of tools to produce a unit of product.
Quotas for low-value tools not stipulated in the defined tool quotas are additionally calculated not exceeding 5% of the corresponding tool quotas in the Table.
The unit product's quota must correspond with the unit product's labor and material quotas. In cases where the tool quotas are generally calculated for the final product (for multiple steps), an allocation coefficient must be determined for each corresponding work step in the labor quota section.
