Scientific assessment to evaluate the training level of athletes (hereinafter referred to as the scientific assessment) is the utilization of scientific methods, technical expertise, and measurement devices to comprehensively check and evaluate the training level of athletes.

Circular 03/2015/TT-BVHTTDL stipulates the scientific assessment content for evaluating the level of sports training and health examination of athletes including the following contents:
1. Inspect and evaluate physical strength and technique according to the criteria proposed by the Assessment Council and submitted to the General Department of Sports for consideration and decision.
2. Inspect and evaluate morphology according to the criteria selected by the Assessment Council from the criteria specified in Appendix 1 issued with this Circular.
3. Inspect and evaluate biomedical indicators according to the criteria selected by the Assessment Council from the criteria specified in Appendix 2 issued with this Circular.
4. Inspect and evaluate psychological aspects according to the criteria selected by the Assessment Council from the criteria specified in Appendix 3 issued with this Circular.
5. Conduct health checks according to the content specified in Clause 1, Article 9 of this Circular.
6. Conduct doping tests: The doping tests are carried out in accordance with the legal provisions on preventing and fighting against doping in sports activities. The Assessment Council uses doping test results to serve the scientific assessment for evaluating the level of sports training of athletes.
Additionally, the General Department of Sports will decide the list of outstanding athletes and the list of athletes preparing to participate in the Southeast Asian Games (SEA Games), the Asian Games (ASIAD), and the Olympic Games for scientific assessment.
