Circular 08/2017/TT-BNV was issued by the Ministry of Home Affairs on October 27, 2017, stipulating specific regulations on organizing emulation movements in State agencies.
Circular 08 stipulates that the head of the agency, organization, or unit is responsible for launching and organizing the emulation movement within their management scope with the following key points:
- Organizing the emulation movement must be linked with the political tasks of the agency, unit, or organization, and should be feasible with easy to remember and easy to propagate themes and names. The content must closely follow the political tasks and key tasks to set specific, practical, and suitable emulation targets and methods in accordance with the conditions and participation capabilities of the collective and individuals.- Implement various measures to propagate and mobilize participation and ensure both spiritual and material conditions for the movement. Regularly monitor the implementation process; pay special attention to key direction, urging, guidance, and inspection tasks. Enhance the role and responsibility of the agency, unit, organization, and mass media in discovering new factors and exemplary individuals for propaganda, commendation, and replication. Promote the dissemination of initiatives, experiences, effective methods for everyone to learn. The discovery, cultivation, propaganda, and replication of exemplary individuals is the central task in organizing emulation movements.- The review of the emulation movement must properly evaluate the results, effectiveness, significance, and impact, as well as existing limitations and their causes, in order to draw lessons for organizing the emulation movement. Democratically and objectively evaluate and recognize emulation titles and promptly commend exemplary collectives and individuals.
