After receiving the registration dossier for opening a training program from the educational institution, the competent authority shall organize the review of the dossier:

- If the application for opening a training program is complete and meets the conditions as stipulated, the head of the competent authority shall issue a decision allowing the opening of the training program;- If the application for opening a training program is incomplete and does not meet the stipulated conditions, the competent authority shall notify the educational institution in writing of the evaluation results and the contents not meeting the requirements.

The review of the application for opening a training program shall be carried out within 30 working days from the date of receipt of the dossier from the educational institution.
