Conditions for Registering for Public Employee Recruitment

Article 22 of the Public Employees Law 2010 stipulates the conditions for registration to apply for a public employee position as follows:

1. Persons who meet the following conditions, regardless of ethnicity, gender, social status, belief, or religion, may register to apply for a public employee position:

a) Having Vietnamese nationality and residing in Vietnam;

b) Being at least 18 years old. For certain fields of cultural, artistic, physical training, and sports activities, the recruitment age may be lower as prescribed by law; and there must be a written consent of the legal representative;

c) Having an application for registration to apply;

d) Having a clear background;

e) Having diplomas, training certificates, professional practice certificates, or suitable skills for the job position;

f) Being physically fit to perform the job or task;

g) Meeting other conditions as required for the job position determined by the public service provider but not contrary to the provisions of the law.

2. The following individuals are not eligible to register to apply for a public employee position:

a) Persons who have lost civil act capacity or have limited civil act capacity;

b) Persons who are currently being prosecuted for criminal liability; serving criminal sentences or judgments of the court; being subject to administrative measures taken to medical facilities, educational institutions, or reform schools.

Additionally, Clause 2, Article 1 of the Circular 15/2012/TT-BNV by the Ministry of Home Affairs guiding the recruitment, signing of labor contracts, and training bourse reimbursement for public employees stipulates the conditions for registration to apply for a public employee position as follows:

2. Persons registering to apply for job positions in public non-business units in the fields of culture, arts, physical training, and sports can be younger than 18 years old but must be at least 15 years old and have written consent from their legal representative.
