In Article 4 of Circular 149, regulations on the conditions for operating the Software are as follows:

- Conditions regarding computer and Internet connectivity: The computer must be installed with a Windows operating system, equipped with antivirus software, regularly updated with new virus definition files, security patches for the operating system, use TCVN 6909:2001 Unicode font for typing Vietnamese, and must be connected to the Internet.- Conditions for the Software administrator: The administrator must be granted an account and access rights by the Ministry of Finance based on a written request from the Departments of Finance of the provinces and cities directly under the Central Government.- Conditions for Software users: Users must be granted access accounts to the Software by the Ministry of Finance based on a written request from the Ministry of Agriculture and Rural Development, Departments of Finance of the provinces and cities directly under the Central Government.
