Conclusion 126 on continuing the implementation of the arrangement and improvement of the organizational structure of the Political system in Vietnam in 2025 (Image from the Internet(

The Central Executive Committee of Vietnam issued Conclusion 126-KL/TW on February 14, 2025, concerning the content and tasks for continuing to restructure and streamline the organizational apparatus of the political system in 2025.

For the task of continuing the restructuring and refinement of the organizational apparatus of the political system in 2025 and the 2025-2030 term:

1. Assign the Communist Party Committee of the National Assembly, the Communist Party Committee of the Government of Vietnam, the Communist Party Committee of the Fatherland Front, central mass organizations, central party departments, all levels of the party, and local party organizations to urgently research, propose amendments, and supplement regulations of the Communist Party, state laws, mechanisms, and related policies to provide a legal basis for implementing the comprehensive model of the political system in the near future, ensuring synchronization during the streamline of organizational apparatus.

2. Assign the Communist Party Committee of the Government of Vietnam:

   Direct the Communist Party Committee of the Government Inspectorate and related agencies and units to promptly complete the reorganization Scheme of the inspection system, and report to the Politburo at a session on February 18, 2025.

   Lead and direct reviews, evaluations, and reorganizations of party organizations in state-owned groups, general corporations, and commercial banks towards transferring grassroots party organizations (enterprises) under the party committees of groups and general corporations to local party committees in accordance to the areas of production and business operations (report to the Secretariat by the end of the second quarter of 2025).

   - Preside and cooperate with the Central Organizing Committee, the Communist Party Committee of the National Assembly, relevant party organizations to study directions for continuing to abolish intermediary administrative levels (district level); build a plan to continue reorganizing commune level to fit the new organizational model; propose organization of the apparatus, functions, tasks, powers, responsibilities of the commune level; orientate the merging of some provincial administrative units; and propose amendments and supplements to related laws and party regulations, report to the Politburo in the third quarter of 2025.

3. Assign the Communist Party Committee of the Central Public Security to preside and cooperate with related agencies and provincial party committees, municipal party committees to lead and direct the implementation of the three-level Police Organization Scheme, excluding district-level police, ensuring the right goals, requirements, and progress set out.

4. Assign the Communist Party Committee of Central Party Agencies to lead and direct the Communist Party Committee of the Supreme People's Court, the Communist Party Committee of the Supreme People's Procuracy to research and propose on the organization model (court, procuracy) towards abolishing intermediary levels (district level) and propose amendments to related party policies and laws of the State; continue to innovate the organization, enhance the operational quality of people's courts and people's procuracies to meet the requirements of judicial reform in the new situation; report to the Politburo in the second quarter of 2025.

5. Assign the Central Propaganda and Mass Mobilization Department to preside and cooperate with the Central Organizing Committee, the Communist Party Committee of the Government of Vietnam, party committees, and party organizations to research directions for organizing local press agencies towards merging broadcasting and television agencies under provincial people's committees into the press agencies of provincial, centrally governed city party committees.

6. Assign the Central Military Commission to preside and cooperate with the Central Organizing Committee, the Communist Party Committee of the Government of Vietnam, the Communist Party Committee of the National Assembly, and related party organizations to research directions for continuing the reorganization of the Army (including the organization of the district-level military agency); propose amendments to related party policies and laws of the State, report to the Politburo in the third quarter of 2025.

7. Assign the Communist Party Committee of the Fatherland Front, central mass organizations to cooperate with the Central Organizing Committee, the Communist Party Committee of the Government of Vietnam, the Communist Party Committee of the National Assembly, and party committees of political-social organizations, mass associations at the Central level assigned by the Communist Party and State: (1) Lead and direct a comprehensive review of the functions, tasks, and organizational apparatus of affiliated agencies, especially press agencies to ensure unified management, efficient operation towards maximum streamlining, maintaining only truly necessary units, report to the Politburo in the second quarter of 2025. (2) Research directions for continuing the reorganization of political-social organizations, mass associations assigned by the Communist Party and State to be affiliated with the Central Committee of the Vietnam Fatherland Front (in synchronization with the current party organization structure) and propose amendments and supplements to related laws and party regulations, report to the Politburo in the third quarter of 2025.
