On August 22, 2017, the Ministry of Public Security issued Circular 27/2017/TT-BCA to specify the code of conduct towards the public for cadres and soldiers of the People's Public Security.
Circular 27 stipulates that when dealing with the public, police officers and soldiers must adhere to the following rules:
- Show respect and politeness to the public; maintain a close bond with the public; be dedicated and responsible in addressing tasks and legitimate requests from the public.- Communicate and work with the public with a friendly, dedicated, and responsible attitude; use proper titles, maintain a polite, courteous, modest demeanor, be open-minded, listen to and consider valid feedback; prioritize handling affairs for the elderly, the weak, the disabled, the ill, and pregnant women.- Refrain from acts and language that are overbearing, harassing, or indifferent to the legitimate demands of the public; do not cause tension, distress, or intimidate the public; do not arrange to meet the public to handle work outside of the office or outside of working hours.- Regularly propagate and mobilize the public to comply with the law and voluntarily and actively participate in the movement "All people protect national security."
Additionally, when dealing with foreign organizations or individuals, police officers and soldiers must:
- Strictly implement the guidelines and policies of the Communist Party, the laws of the State, and the regulations of the police sector regarding contact, relations, and work with foreign organizations or individuals, as well as implement foreign policy and international cooperation.- Respect the customs, habits, beliefs, religions, and cultures of foreigners, in accordance with Vietnamese law.- Avoid any words or actions that harm the interests, image of the country, or people of Vietnam; the tradition, honor, and reputation of the People's Police of Vietnam.
