Circular No. 17/2019/TT-BXD: Quantity takeoff in ratio to work groups of construction works in Vietnam

Specifically, according to Article 7 of Circular No. 17/2019/TT-BXD of the Ministry of Construction of Vietnam, the list of working groups, structural units or parts of a construction work shall be selected on the basis of objectives of performing main tasks in the construction process.

Unit of measurement:

- The unit of measurement shall be determined in accordance with the main type of construction tasks, structural units or parts of the construction work for the sake of convenience of measurement or calculation on drawings or on site surveying when developing and carrying out construction works, and shall conform to units of measurement according to announced norms (if any).

- For work groups, structural units or parts already in the list of norms and unit prices promulgated by competent authorities, their names and units of measurement recorded in the detailed or breakdown bill of quantities, or the general or summary bill of quantities, of a construction work or work item must be in conformity with the names and units of measurement included in the book of record of norms and unit prices already in circulation.

The quantity taken off or measured according to the work group, structural unit or parts of a construction work shall be carried out according to the methods of measurement, counting, calculation or inspection on the basis of the size, amount and statistics in design documentation, technical instructions and requirements of works to be performed in a construction work.
