Circular 84: Regulations on activities for B-tier officials in Vietnam

Recently, the Ministry of National Defense of Vietnam issued Circular 84/2020/TT-BQP stipulating the form, content, and duration of activities for reserve military personnel.

Circular 84/2020/TT-BQP specifies the content of activities for B-tier officials as follows:

- The District Military Command is in charge of the activities, including:

  • Checking the military personnel of B-tier officials;
  • Announcing the local political security situation, social order and safety, and socio-economic development;
  • Communicating the tasks of local national defense and military work, and other related tasks to mobilize reserve forces;
  • Evaluating the implementation results of unit management responsibilities of B-tier officials.

- People's Army units assigned to receive reservists: After the District Military Command organizes activities as stipulated above, A-tier officials will lead the activities for B-tier officials in their unit, including:

  • A-tier officials will announce the situation, the task performance results for the quarter, and plans for the next quarter;
  • B-tier officials will provide a summary report on the situation of the mobilized reserve unit under their management, as per Form No. 01 issued with this Circular;
  • A-tier officials will cooperate with the District and Commune Military Commands to evaluate the results of the unit management responsibilities of B-tier officials.

- Payment of responsibility allowances for B-tier officials:

  • After organizing the activities as stipulated, the District Military Command will pay the responsibility allowances to B-tier officials. The payment is carried out according to Form No. 03, Form No. 04 issued with this Circular;
  • Responsibility allowances must be paid to the right persons, according to standards, and certified as having completed their duties in the month or quarter by the authorized level on the summary book of the situation of the mobilized reserve unit.

Note: In cases where staff of Block B are eligible for responsibility allowances but cannot collect them directly, they may authorize someone to collect on their behalf with legitimate reasons; the authorization letter must be certified by the Commune People's Committee or the District People's Committee (in areas without commune-level administrative units) where the B-tier officials member resides, or by the organization where they work, study, or labor; the authorization cannot exceed two consecutive instances.

Additionally, this Circular also specifies the time and composition of activities for B-tier officials as follows:

- Activity time: Once every quarter (in the last month of the quarter), the District Military Command will organize activities for B-tier officials, with an activity time not exceeding half a day.

- Participants in the activity for B-tier officials, include: Representatives of local government, local military authorities, A-tier officials; B-tier officials.
