Circular 63: Promulgating the scope of operations of vehicles in the regions

The Minister of Transport has just signed to promulgate Circular 63/2013/TT-BGTVT to guide the implementation of certain Articles of the Memorandum of Understanding between the Government of Vietnam, the Kingdom of Cambodia, the Lao People's Democratic Republic, and the Socialist Republic of Vietnam on road transport.

Each trip, the vehicle is permitted to stay in the territory of a Contracting Party for no more than 30 (thirty) days from the date of entry. In case of exceeding the specified period, a one-time extension with a maximum duration of no more than 10 (ten) days may be granted for reasonable reasons.

To be specific, Circular 63/2013/TT-BGTVT stipulates the scope of activities of vehicles allowed to stay in the territory of a Contracting Party, including:

- International transport vehicles are permitted to cross borders at the pairs of border gates specified in Appendix I of Circular 63;- Transit transport vehicles are allowed to transport through the pairs of border gates and transit routes specified in Appendix II of Circular 63.

Note: Vehicles are not permitted to transport goods or passengers between two points within the territory of a Contracting Party.

Additionally, when crossing the border, vehicles must have valid documents as stipulated in Appendix III of Circular 63 and must present them to the competent authorities upon request.

In case the above-mentioned documents are not bilingual in Vietnamese and English, an English translation issued by the issuing authority of such documents or authenticated by legitimate notary agencies must be attached.
