Circular 49: Regulations on the inspection of container safety in Vietnam

Recently, the Ministry of Transport of Vietnam issued Circular 49/2014/TT-BGTVT regarding the inspection of container safety transported through Vietnamese seaports.

Circular 49/2014/TT-BGTVT stipulates that regional Maritime Port Authorities shall develop plans for inspecting the container operations within the area. Prior to inspection, the Director of the regional Maritime Port Authority shall issue a decision and notify the container owner or repair and maintenance facility within the seaport waters in Vietnam. The specific container safety inspections are as follows:

Inspection of the Container Safety Approval Plate

The regional Maritime Port Authority shall inspect the Container Safety Approval Plate based on the following contents:

- The attachment of the Container Safety Approval Plate (whether the container has a Plate or not; whether the Plate is attached correctly or not);

- The dimensions of the Container Safety Approval Plate;

- The information recorded on the Container Safety Approval Plate (including inspection and maintenance dates).

The model of the Container Safety Approval Plate is stipulated in the National Technical Regulation on inspection and manufacture of containers transported on transport vehicles.

Inspection of Container Safety Condition

The regional Maritime Port Authority shall inspect the container's safety condition in accordance with the National Technical Regulation on inspection and manufacture of containers transported on transport vehicles based on the following contents:

- Inspecting structural components: Localized deformation of the upper rail; Localized deformation perpendicular to the lower rail; Localized deformation of the bottom; Localized deformation of the door sill; Localized deformation of the corner post; Corner fittings and intermediate fittings; Underlying structure; Locking bars;

- Inspecting the container shell: Exterior surface of the container; Interior floor surface of the container; Watertightness.
