Circular 36: Guidance on Determining the Type of Commune in the Preparation of Land Price Tables

The content is specified in detail in Circular 36/2014/TT-BTNMT detailing the methods for land valuation; development and adjustment of the land price list; specific land valuation and consultancy on land price determination.

To be specific, the classification of communes in building land price tables is guided by Circular 36/2014/TT-BTNMT as follows:

- The classification of communes in building land price tables for agricultural land; homestead land in rural areas; commercial land in rural areas; non-agricultural production and business land that is not commercial land in rural areas is based on three types of communes: delta, midland, and mountainous; each type of commune has the following basic characteristics:

- **Delta commune** is a commune with low, relatively flat terrain and an elevation near sea level; high population density, well-developed infrastructure, and more favorable conditions for production and commodity circulation compared to midlands and mountainous areas.- **Midland commune** is a commune with moderate elevation (lower than mountainous areas, higher than delta areas), mostly consisting of hills; lower population density than delta areas but higher than mountainous areas, infrastructure and conditions for production and commodity circulation are less favorable compared to delta areas but more favorable than mountainous areas.- **Mountainous commune** is a commune with higher elevation than midland areas, mostly consisting of high mountains and complex terrain; low population density, infrastructure, and conditions for production and commodity circulation are less favorable compared to midland areas.

- The provincial People's Committee establishes the list of delta communes, midland communes, and mountainous communes within the province according to the above regulations.
