Circular 31: Requirements for Speed Limit Signage

This is the noteworthy content mentioned in Circular 31/2019/TT-BGTVT stipulating the speed and safe distance of motor vehicles, specialized motorbikes participating in road traffic.

The placement of speed limit signs for motor vehicles and specialized machinery participating in traffic on roadways shall be implemented according to the guidance in Article 10 of Circular 31/2019/TT-BGTVT, as follows:

First: The placement of speed limit signs shall comply with the legal regulations on road signage and shall be based on the actual conditions of the road section, road infrastructure, traffic volume, type of vehicles, and the time of day.

- Additionally, for new construction or upgrades, and renovation projects of road works, speed limit signs must be fully installed before the work is put into use. For road sections currently in use under management authority, the road management agency must proactively and promptly install road signs as regulated.

Second: On ramps entering and exiting expressways, when placing speed limit signs, the speed value on the sign must not be below 50 km/h.

According to Circular 31/2019/TT-BGTVT, the competent authority shall decide on the placement of the signs in the following cases:

- For divided roads, place separate speed limit signs for each direction;- Place speed limit signs for specific times of the day (sub-signs, electronic signs);- Place speed limit signs specifically for types of vehicles with high traffic safety risk;- Place speed limit signs with values greater than 60 km/h (for roads within densely populated areas), greater than 90 km/h (for roads outside densely populated areas) for roads with design speeds greater than the maximum speeds specified in Articles 6 and 7 of Circular 31 but must ensure safe traffic operation.

In which, the competent authority to decide the placement of signs for the aforementioned cases includes:

- The Ministry of Transport for expressways;- The Directorate for Roads of Vietnam for the national road system and other roads under the management of the Ministry of Transport (excluding expressways);- The People's Committee of provinces and centrally-run cities for provincial roads, district roads, communal roads, urban roads, and specialized roads under management authority.
