Circular 29/2017/TT-BLDTBXH Provisions on the association in organizing the implementation of training programs issued on December 15, 2017. One of the noteworthy contents in this Circular is the provision on organizing training associations. To be specific::
1. General Requirements
- The proposed training sector and occupation to be linked must align with the workforce needs of the locality and businesses;- Ensure the requirements regarding the quality of lecturers, teachers, management staff, teaching facilities, and the curriculum are suitable for the goals of the course as prescribed by the guiding documents implementing the Vocational Education Law;- The management of learners during the training process must comply with the regulations stated in Circular 17/2017/TT-BLDTBXH promulgating the student work regulations in vocational secondary schools and colleges.
2. For the Unit Hosting Collaborative Training
- Must have obtained a certificate of registration for vocational education activities from a competent authority for the sector and occupation intended for collaborative training;- Enrollment targets for collaborative training:- If the unit has not fully utilized the enrollment quota granted according to the Certificate of Registration for Vocational Education Activities, the enrollment target for collaboration is the remaining portion of the enrollment quota granted;- If the unit has fully utilized the enrollment quota, the unit must register to supplement vocational education activities in cases where the enrollment scale exceeds by 10% or more compared to the granted quota, or in cases of collaboration with enterprises, organizations, or individuals to organize training activities outside the main campus or branch as per the provisions in Clause 1, Clause 7, Article 18, Decree 143/2016/ND-CP.- For the collaborative training model, the unit hosting the collaborative training must have a team of full-time lecturers and teachers conducting at least 60% of the training program;- For the class-setting training model, the unit hosting the collaborative training must have a team of full-time lecturers and teachers conducting 100% of the training program.
3. For the Unit Coordinating Collaborative Training
- Identify the training needs regarding: training sector and occupation, training level, and enrollment targets;- The training venue must meet the requirements for facilities and equipment necessary for training while ensuring hygiene and occupational safety conditions; have a management staff appropriate to the training goals of the course;- For collaborative training in the health sector, the training venue must fully meet the conditions for organizing training as prescribed by the Ministry of Health.- The unit coordinating collaborative training is allowed to participate in teaching a maximum of 40% of the training program if required by the unit hosting the collaborative training, and must also arrange for lecturers and teachers to participate in professional activities with the unit hosting the collaborative training.
