Circular 25: Guidance on Procedures for the Return of Telecommunications Codes and Numbers

According to Circular 25/2015/TT-BTTTT, the procedure for returning telecommunications codes and numbers allocated by the Department of Telecommunications to agencies, organizations, and enterprises is as follows:

- When there is no longer a need for use, agencies, organizations, and enterprises shall submit a request form according to the template in Appendix 5 issued with this Circular to the Department of Telecommunications to return the codes and numbers, following the principle that the allocated codes and numbers can be returned similarly (the minimum number of codes and numbers returned must be similar to the minimum number allocated);

- Address for receiving applications and returning results: Agencies, organizations, and enterprises send the application directly or via postal service to the Department of Telecommunications (specific address publicly available on the Department of Telecommunications' website: vnta.gov.vn). The application processing result will be returned at the receipt location or via postal service;

- Time and procedure for processing the application: Within 05 working days from the date of receiving the application for returning the codes and numbers, the Department of Telecommunications will issue a notification in writing whether to accept or not accept the return of the codes and numbers. In case of non-acceptance, the notification will clearly state the reasons for rejection.

For the return of codes and numbers that telecommunications enterprises have issued to telecommunications service users: When such users no longer need them, they shall follow the procedure for returning the codes and numbers according to the service usage contract or registration signed with the telecommunications enterprise and the regulation on managing and using the number warehouse.

Note: From the date of acceptance of the return of the codes and numbers, agencies, organizations, enterprises, and individuals must cease the exploitation and use of the codes and numbers and are responsible for ensuring the legal rights and interests of the related organizations and individuals as prescribed by law.
