Firstly: Appointment procedure for judicial experts at the Ministry of Information and Communications:

- The head of the agency or unit under the Ministry selects individuals who meet the criteria stipulated in Article 3 of Circular 24, prepares a dossier for the appointment of judicial experts, and sends it to the Personnel Department;- The Director of the Personnel Department presides, cooperates with the Director of the Legal Department to review the dossier, selects, and submits to the Minister of Information and Communications for decision to appoint judicial experts.

Secondly: Appointment procedure for judicial experts at the local level:

- The Director of the Department of Information and Communications presides, cooperates with the Director of the Department of Justice to select individuals who meet the criteria stipulated in Article 3 of Circular 24, receives the dossier of the individual requesting the appointment of judicial experts as defined in Article 5 of Circular 24, and requests the Chairman of the Provincial People's Committee to appoint judicial experts.
