Circular 21: Requirements for Family Medicine Examination and Treatment

This is an important content mentioned in Circular 21/2019/TT-BYT issued by the Minister of Health providing pilot guidance on family medicine activities.

According to the regulations in Circular 21/2019/TT-BYT, individuals eligible for family medicine healthcare services must meet certain standards. To be specific, as follows:

First: Individuals who have been granted practicing certificates for medical examination and treatment and have been engaged in family medicine healthcare services before October 15, 2019, will continue to be allowed to practice and are required to participate in retraining or continuous training to update family medicine knowledge for a minimum of 03 months.

Second: General practitioners and clinical specialists who have been granted practicing certificates for medical examination and treatment before and after October 15, 2019, are allowed to practice family medicine healthcare services immediately upon meeting any of the following conditions:

- Possess one of the degrees such as resident doctor, specialist level I, specialist level II, master's degree, or doctorate in family medicine;- Hold a certificate of having undergone training and retraining in family medicine for a minimum of 03 months;- Hold a certificate for attending training courses that cover contents stated in the certificate, including credits or training programs in family medicine with a total duration of at least 3 months.

Third: Preventive medicine doctors who have been granted practicing certificates for medical examination and treatment before and after the effective date of this Circular and possess a certificate of having undergone training and retraining in family medicine for a minimum of 03 months are permitted to participate in family medicine healthcare services at commune-level health stations (level 4).
