Circular 17: 05 principles for quantity takeoff for construction works in Vietnam

According to Article 3 of Circular No. 17/2019/TT-BXD of the Ministry of Construction of Vietnam, quantity takeoff or measurement of construction works as a basis to determine and manage investment and construction costs of investment and construction projects funded by the state budget and non-budgetary capital, and other public-private partnership (PPP) investment projects shall be determined according to the following principles:

- Measurement/quantity takeoff of construction works means the determination of detailed quantities or volumes of a construction work by using the method of measurement, counting, calculation and checking on the basis of the size and quantity prescribed in design drawings, design explanations, or from the request for project implementation, construction, technical or engineering guides, other relevant documents and guidelines, and Vietnamese construction standards and regulations.

- The quantity takeoff for a construction work must serve correct purposes, using methods of determining and managing construction investment expenses according to regulations.

- Quantities produced after measurement or takeoff activities need to show the property, structure, main materials used and construction methods, and provide all conditions necessary for determining construction expenses.

- For a number of parts of a construction work, the construction volumes belonging to a construction work or work item that cannot be measured in an exact or detailed manner, it is possible to make a quantity estimate. Estimated quantity is determined when the works are specified in the design document or project implementation requirements but it is not possible to determine the exact quantities according to the takeoff rules. The estimated quality will be taken off again when performing acceptance testing, payment and settlement or as specified in the construction contract.

- The determination of quantities in acceptance, payment and settlement of construction expenses shall conform to contractual terms and conditions, and the quantity takeoff principles specified in this Circular.
