Circular 11: Contents Required in the EPC Bidding Documents

To be specific:, Circular 11/2016/TT-BKHDT stipulates that the chapters in the EPC bidding document must ensure the following requirements:

- Chapter I. This chapter includes instructions for bidders when participating in bidding, based on the provisions of the Law on Bidding, documents guiding the implementation of the Law on Bidding, and current relevant laws in Vietnam.- Chapter II. All sections in Chapter I that refer to BDL need to be specifically stipulated in the corresponding section of Chapter II when applied to each bidding package.- Chapter III. This chapter includes regulations and guidance for developing criteria for evaluating bid dossiers and the sequence of steps to evaluate bid dossiers.- Chapter IV. This chapter prescribes the forms that the bidder must complete when preparing the bid dossier.- Chapters V, VI, VII, VIII, X. These chapters include guidelines, templates accompanied by some illustrative examples to consider applying when drafting for each specific bidding package.- Chapter IX. General conditions of the contract are advised to use the general conditions issued by FIDIC applicable to the EPC bidding package.- Chapter XI. Similar to Chapter IV, this chapter includes templates accompanied by the contract that the bidder is responsible for completing if awarded the contract.
